I had a 2013 jeep grand cherokee that would do this intermittently and it was the fuel pump relay in the TIPM. In fact, there was a recall for this...not sure how the 2021 system is wired up but checking the fuel pressure at startup and weather the injectors fires is where I would start. Then I would check for spark at startup.

Interesting on my 2017 I went all LED in the interior and exterior (for exterior bulbs I changed the BCM configuration for the bulbs I changed to LED) and don't have such startup issues. Wonder why 2021 would be different unless it is causing issues with the security gateway but then guys with +2018 would have this issue?

However, pursuit vehicles used by law enforcement would have be fitted with all sorts of RF emitting devices so could that be it?
