I believe its just black plastic it may need painted.

That will be unpainted. If you get it, fit it real good do all trimming and then get it painted.

If it is black, it will be a flat black already. Just use it as is on your black Durango

If you dont paint it it will fade in the sun over time since it wont have any protection from UV

Why? Rattle can BBQ black and done. Slow, steady, small coats. Doesn't get seen enough to be able to tell the difference if you paint it well.

definitley a way to save money.. and i suppose prep is the same, sand and prime

Don't for get to use a cleaner between sanding and painting to get the little nasties off. Take your time and go thin coats for best results.

I'd use Krylon Fusion. It's for plastic (and there are a lot of other rattle cans touting for plastics). A lot of people on my Jeep forums including myself have used it on a lot of interior and exteriot plactics.
