Put a torsion/shackle lift in, $50, and you can have those tires.

Those tires should have fit.
Although they're not 31.xx" in size (they're actually 32.14"), they're only 10.82" wide. :?

It'll lift the front 1.5" or so without shackles, but it'll look like it's raised in the front a tiny bit.
No front clearance is gained by the rear lift.

Send me a side view pic of the front bumper with reference to fender and flare.
The front bumper could be mounted too far back and, if loosened, could be moved forward a tiny bit (1/2-3/4")

The bumper isn't on 100% right!
On the drivers side, the bumper is tilting its lower corner into the tire.
Get some help and loosen the mounts up, slide the bumper forward and straighten it out, and there'll be a ton less rubbing.
