ok, guess i fixed it. must have been a loose tail light connection. All I did was unplug and plug them back in.🤷♂️

It might be that the durango had the racetrack light TSB performed and shop did not plug it in fully? I found a bare license plate light wire which looks like the shop that did mine accidently cut into.
