Find an out of town dealer with their head screwed on correctly, make a deal over the phone, and take a day trip to pick it up. You can easily get $8k+ off in the DC Metro area. Hell for that price difference, just have them ship the vehicle directly to you. Dodge dealers don't do anything "special" if you service with the place you bought it from, so you're not missing out on anything.

I kinda did this with mine, granted the prices are in Canadian, but I found a new one online that was already 10k CAN below MSRP and have a buddy that works on the line get me a EC discount which took a couple grand off the price, ended up getting a loaded RT for 6k CAN less than special ordering a base RT with class 4 hitch and upgraded stereo.

yes they make a mopar OEM wheel touch up brush/pen. Its similar to the ones they make for the actual car paint. I have one here that worked well. I had a hard time finding the exact color but the one I used was close enough that it covered up the damage and looked 10 times better than a white "gash". I'll look for it and send a pic, it might help you order.

I've always loved blue cars. My first was a '69 Coronet 500 and then my '69 B7 Blue Roadrunner that I still have. I have and have had many colors as well but blue is still my favorite. I was disappointed that there were no 2020 B5 Blue R/Ts to find when we were shopping but we have come to love our black one now.
