The wire in the red box is not connected. Any idea where it should go?

To the bolt at the left. The old terminal lug can be seen under it in the pic.
You might need a new terminal lug (can be found at most car parts houses).

yes the other end is disconnected. I took it to the dealer and they said it doesnt do anything.... very weird they would put a ground for nothing

Does the other end of the wire (that I can't see in the pic) still have its lug attached, or did it break/wear off?

there is no lug so it appears to have worn or broken off

I have the same thing happen to my 2013 durango and it’s acting like my IOD fuse is blown. What does this do and where does it connect to?

Behind the alternator on the engine block is a small clip for that grounding strap.

That looks like a power steering pump. It probably should have a bracket that it’s attached to. But definitely shouldn’t be dangling loosely in the engine bay.
