What prompted you to replace all of those parts? What in the world is a "four seasons" compressor (all compressors will run in any season), and what do you mean by pressure is equalized in the system - low side and high side are the same? Did you do all of this yourself including evacuating and charging it? The vacuum line wouldn't do anything other than run your air duct doors.

Four seasons is the brand haha
I replaced condenser cause it had a cracked in it. When it was charged on the machine at friends shop the old compressor wouldn't click at all so I replaced it. I mentioned the vacuum because I know a busted line will cause things to not work correctly. Tried high side switch just as a test
 
Your friend's shop doesn't know how to fix AC systems? Are you sure you have voltage at the compressor clutch? If not then maybe a bad AC control. Did the AC ever work in the car while you've had it? If it did then what was the progression of failures?

The a.c. did work at one point. But I was told it might have a leak cause it stopped producing cold air by the person I bought it from so to verify them I had it filled and it worked until it ran empty. So they were correct it had a leak. The leak was a small Crack in the condenser so I replaced it, the caps, and a Schrader valve which I found bubbling once filled. The compressor will click but that is literally it. We checked the voltage at the plug reads all day 15.1 volts.
We then check voltage at high side switch and it was only reading 0.50 volts and it is to my understanding that 1.0v equals 100lbs of freon.
So he ordered a high pressure switch and to no avail no difference, that is where we currently are at.
Maybe expansion valve?

Have you checked the low pressure switch? Are all the connections clean and tightly plugged in?
