I recently replaced the belt on my '99. When I swapped the belt the tensioner did feel like it had much "spring" left to it. Sure enough, I've heard some belt squeal on start up recently and if I turn the tensioner in the direction to remove the belt, it doesn't spring back to its postioner to tension the belt. Is there any maintenance of this item (ie does it need oiling or greasing?), or do I need to replace it?
 
Replace it. Cheap prevention.
 
Yea myself and others have found the same. I was able to bang the tensioner back over tight enough until the replacement came. You can get a low cost replacement from parts stores a lot cheaper I found out after getting a Dodge one.
 
Yep, just finished replacing mine! Same thing; the old one lost all spring tension and the squealing began.
 
I just finished replacing mine yesterday, with a Dayco tensioner. The old one didn't spring back when I replaced the power steering pump. I also get a little squeak from the compressor every now and then I guess I'll be replacing it soon.
