So, I'm going over the car's exterior, washing, lightly wet sanding, two grades of polishing, and applying a ceramic coating to finish it off.
The car now shines better than new, with a super smooth paint surface. :)

It was during the surface treatment of the black plastic "channel" below the windshield that I observed the disintegration of the rubber "ends."
It's brittle, and the thin edges fall apart when touched.

My '17 R/T has been sitting outside during its 7-year lifespan in hot southern Utah. So I shouldn't actually be surprised, although I was, but the real question
is: what kind of damage might it cause? Will water seep in and enter the cabin/electronics, etc.? And what do I do about it?

I'm under the "lifetime warranty plan." Do you think it might be might be covered by that? And if not has anybody ever tried to replace these?

I want to take care of it before anything goes wrong.

Your insight is welcomed.

The sun rots those away. Mine needs it too.
 
Same on mine. I've been meaning to replace the cowl but haven't gotten around to it.

So I'm not alone :)

But the real questions were:

1) will water get into places where I don't want it to be?

2) Has anybody replaced these "ends," and if so, how do I do it?

3) will a good silicone take care of this?

Water hasn't gotten into mine but it's a concern. Luckily we don't have the Gen 2 that did have water intrusion issues.

Thanks for the link to the exploded view of the Cowl and Dash Panel.

From what I can tell, I will only need item "2" in both the left and right versions. Unfortunately, the left is back-ordered with an ETA of 45 days, but I bought the "right" one. I will keep you posted on the installation "issues" when I get it.

Check the area at your wiper arm pivots. If they aren't perfectly smooth then that piece needs to also be replaced. All of that material ages the same.

Good point.

Would you or somebody else know how to gain access to the "nut"?

I will need to remove the arm to install the left side part.

The nut cover is supposed to flip up to expose the nut. The cover is hinged on top and clips on the bottom.

FYI as it seems that there may be more than me with this issue.

I bought, and got, a replacement part for the right side. Nice looking part for about $18 at TascaParts.com. (+ Shipping, so more like $30)
It's easy to remove and replace. Just start to insert the 2 clips on the larger part and then the 3 on the narrow part.

Now the left side is a different story. It seems to be out of stock everywhere with no ETA! I found one on eBay but only after a long search.

I will do it after I have replaced the left side and checked it for fit. I should receive it today, but I need to figure out how to remove the wiper without damaging the cover.

Got and installed it, easy as can be.

Right side: TaskaParts. Part # 68260206ac
Left Side: eBay SouthWestMoparParts Part No 68260207ac I don't think that they have any more of these.
