OK so I have an 05 SLT someone tried to steel it and the busted up the steering column. The repair guy my ins chose use a reclaimed steering column and now nothing works on the steering wheel and the airbag light is on. Now when you turn the ignition the wipers will flip on one time is there anything I can do short of going to a dealership

Pretty sure you get to pick the repair facility unless you tell insurance "yeah go ahead and take it wherever." But yep, clock spring is busted.... I'd rip your insurance a new one and make them pay for a new column.
