Is the wiring and the bolt up pattern the same or are the sockets different? If they are, can you splice and solder the connectors to make them work?
Will mirrors from an 01 D work on a 99 D?

You can always wire up things that don't fit.

Replaced my power heated 00 9inch dumbo's with smaller power heated 7inch 01's. bolt pattern perfect fit. Connector not even close, havn't had time to figure out connector yet, so they're used as manual function right now. Even though the the power doesn't work, I still like them better. I can actually see cars on the left at 4 way stops. Took about 5 min to change each mirror.

If the feature on the doner D is also on the replacement D, should be fine (I think.)
If the feature isn't on both D (Heat for example) connector may be different or the wire may not even be there.
Also, interior changes from 00 to 01 differed a lot. 98-00 share stuff while 01-03 share stuff. Not a lot crossover.
